Take a bowl & mix all-purpose flour, salt, and baking powder.
In a large mixing bowl. Add milk, butter, and sugart. Whisk them together until smooth.
Add dry flour ingredients into the wet mixture slowly and continue whisking so it should be lumps lump-free. The batter should be thinner than regular pancake batter.
Grease a non-stick skillet or frying pan with butter/oil and heat it over medium heat.
Pour a spoon full of batter into the pan and swirl it around into a thin layer. Cook until bubbles form, 1 to 2 minutes. Flip and continue cooking until brown. Remove to the platter.
Repeat the same process with the rest of the batter. Cook more than one blinis at the same time.
